When discussing tax strategies, it's generally unproductive to think of taxes as being too high or too low.
Even within a progressive tax code regime, it may be taxes are too high for one income bracket and too low for another. It's more useful to think of any particular tax regime as fair or unfair. An overall tax increase of a certain percent may be destructive for one income group and unnoticed by another.
We must be more nuanced in our thinking when discussing income tax rates.
